INVITATION TO PARTICIPATE IN AN EXPERT TECHNICAL DIALOGUE

To whom it may concern,
Holding Slovenske elektrarne d.o.o. (hereinafter: Contracting Authority) invites all interested business entities to participate in expert technical dialogue on the preparation of an appropriate public procurement documentation relating to the award of the contract for the Analysis and upgrade of the risk management system within the HSE Group.

PURPOSE OF THE EXPERT TECHNICAL DIALOGUE
The Public Procurement Act (Official Gazette RS, no. 91/15; with changes; hereinafter: ZJN-3) in Article 64 allows the Contracting Authority to carry out an expert technical dialogue with business entities before starting a public procurement procedure and, in the context of that dialogue, to seek or take into account advice which he may be able to use in the preparation of the documentation relationg to the award ot the contract, provided that such advice or recommendations do not prevent or restrict competition and do not constitute a breach of the principle of equal treatment of tenderers and the principle of transparency of public procurement. It is a possibility for the Contracting Authority to consult with business entities who may be potential tenderers in the public procurement procedure.

The expert-technical dialogue is aimed at business entities involved in the field of risk management and who may be potential tenderers in the public procurement procedure. Through this dialogue, HSE wishes to learn about various methods and best practices in reviewing, upgrading, and preparing risk assessments to inform the public procurement procedure. Participation is non-binding and will not confer preferential status in the procurement. Input from the dialogue will be used to finalise the tender (procurement) documentation and timetable.

In accordance with the provisions of ZJN-3, the Contracting Authority may consult with one or more potential tenderers, who may nevertheless submit a tender in the public procurement procedure for the award of the public contract. The Contracting Authority may cooperate with them only in order to obtain the necessary technical and professional information for the preparation of the public procurement documentation. The expert technical dialogue must not give rise to an unjustified privileged position of a particular tenderer. The participation or non-participation of a business entity in an expert technical dialogue shall not affect its rights and obligations in any subsequent public procurement procedure, which may follow the conducted expert technical dialogue.

SUBJECT OF EXPERT TECHNICAL DIALOGUE
HSE seeks a pragmatic group- and company-level assessment and upgrade covering: ERM governance & alignment; risk appetite & tolerance; quantitative risk assessment from an ERM perspective; risk management IT & digital infrastructure; ESG/climate risk integration into RM; internal control systems and integration; risk culture & collaboration; plus two deep-dives: Investment risk management and HR risk management (each requiring current-state mapping, best-practice assessment, target-state design with RACI, ESG integration, and an implementation plan with knowledge transfer).

PROCEDURE OF THE EXPERT TECHNICAL DIALOGUE
Format & Venue:
1. On site: Holding Slovenske elektrarne d.o.o., Koprska ulica 92, Ljubljana;
2. Via Microsoft Teams: Information will be provided upon registration.

Dates and Time (please indicate at least two preferences with different dates):
• Option 1: 22 October 2025, 10:00 – 14:00 CET;
• Option 2: 23 October 2025, 10:00 – 14:00 CET;
• Option 3: 29 October 2025, 10:00 – 14:00 CET.

Each company will be allocated a 45-minute slot.
